Kelly Smith

Director of Estimating

Kelly joined SAC in mid-2018 bringing nearly 20 years of drafting experience and a decade of estimating. As the Director of Estimating at SAC, Kelly is responsible for the overall direction, coordination, and evaluation of the estimating department. She is responsible for assigning and directing workloads accordingly and planning for upcoming bids.

Kelly holds a bachelor’s degree in Mechanical Engineering, Drafting & Design from PSU, and has worked in the construction industry for over a decade. Early on she has worked on projects such as Lake Hodges Pump Station, Alvarado WTP PH 2, and Alvarado WTP – Ozone Facilities as a project engineer. In the latter part of her career, she has estimated various Water Infrastructure projects as well as several mining projects. In Kelly’s time away from work, she enjoys traveling abroad, which she believes can provide skills and experience not just personally but professionally.

Matt Holopirek

Vice President of Business Development

As Vice President of Business Development, Matt develops and leads our strategic business growth initiatives. He oversees both Estimating and Sales in building successful partnerships that drive our mission to “Create value for our clients our partners and ourselves,” and works closely with our Construction Services and Fabrication departments to make sure our project roadmaps and execution exceed our clients’ expectations.

Matt holds a BS in Civil Engineering from Kansas State University and over 16 years of project management and business development experience with two of the nation’s largest construction firms. He has played a key role in 24 alternative delivery projects with over $2.2 billion in value.

Matt joined SAC in 2020 after previously building a relationship with our team as a client. He brings a thorough understanding of the contractor’s perspective and is passionate about building long-term business relationships. Through clear communication, understanding and fulfillment of client needs, he strives to develop partnerships of mutual trust and respect.
